Look under Nano Streaks in this VFXpedia page:

http://www.vfxpedia....article_Systems

This will give you a 3D particle system that does just what you are looking for.
I don't know if you will have the same problem, but I have a problem viewing the particles in the viewport, but I can see them fine once rendered.

Has anyone else encountered this issue?

It's because, in the color controls in the pEmitter Style Tab, the alpha value for the particles is zero. Turn that up and they will appear in the viewport just fine...

I have no idea how I missed that!

It didn't cross my mind that the alpha would be zero if the particles still rendered...

Another method of creating the Light Streaks effect using Duplicate.Fuse:

It supports any complicated animation between adjacent frames, so you can get a completely different shape in every single frame.

Similar effect could be achieved by means of motion blur with extreme high Shutter Angle parameter, but it wouldn't take into account color animation.
The Trails tool also makes similar things, but it works only with integer frames and can't be calculated on a render farm.
